In this particular episode of "Angel",a rogue zombie police force runs the streets of Los Angeles, under the control of their precinct's captain and a little Haitian voodoo. While Haitian influences are never specifically referenced, they are inferred by the ritualistic manner the zombies are created and controlled( ie entrails, candle vigils, pictures of the fallen cops, and a statue of a zombie god. Also, the police captain reads out of a book of magic.)
These particular zombies look and act human, but cannot be killed unless the ritual is broken. There is no "aiming for the head" in this zombie tale. Another important detail is the zombie police force is comprised only of policemen that died serving in the line of duty. This is certainly a form of social commentary. They are other allusions of political influence with such lines as "walking while black" etc.
